Abstract
This paper analyses the tensions between the processes of signification of urban spaces as places of memory of the armed conflict and security policies. Our central argument is that attempts to construct collective memory in public spaces are constrained by dominant ideas of order and security. Based on an analysis of the case of the Madres de la Candelaria movement between 2019 and 2021 in Medellín, we show how the relationship between memory and security restricts the possibilities for citizen protest and mobilisation,
as well as the construction of meaning in urban space. Such tension manifests itself in two fundamental issues. The first is the exclusion of social movements from specific places, accompanied by their allocation or tolerance in certain spaces of the city that are less relevant to urban security. The second is the indirect limitation on the content of discourses through the regulation of their forms of manifestation and the lack
of recognition of their place in the design of the governance of space and public problems.
