Abstract
Since the normative-legal systems are assumed as behavior interpretation schemes, they require criteria that allow actions to be personalized and described, considering that the action theory operates as the keynote of the norm theory.
Along these lines we pose an explanation subsuming the actions, the qualifying properties of the acts or individual actions as verb extension, the ability and capability of the agent as a requirement to achieve the normative satisfaction of the different Law systems and the action description model by unifiers and multipliers.
