Abstract
This article aims to determine how the consolidation of a State’s digital sovereignty, given its capacity to exercise autonomous control over its digital resources, information systems, and technological platforms, constitutes the highest expression of state cyberpower. To this end, it analyzes the constituent elements of digital sovereignty—critical infrastructure, data flows, regulatory frameworks, emerging technologies, and strategic inputs—and argues that all of them may be protected or compromised through the deployment of cyberpower. It also examines the relationship between States and transnational technology companies,
revealing structural tensions and scenarios of regulatory subordination. The study concludes that cyberpower,
beyond its defensive function, should be understood as an active tool of digital governance capable of influencing regulatory formulation, infrastructure protection, diplomatic action, and sovereign technological development. Within this framework, digital sovereignty is redefined as a dynamic and contested construct that depends on the strategic articulation of national cyber capabilities.
