Abstract

This article discusses psychoactive substances use and dependence in the light of a recent constitutional amendment that prohibits illegal drug possession or consumption in Colombia, and establishes administrative treatment measures for offenders. A review of neuroscience and social science literature on the subject informs issues such as the distinction between drug use and dependence, as well as the different objectives and treatment models developed to deal with each of these conditions. General guidelines are suggested for future legal development of the new constitutional amendment.
